On Thursday, June 12, former President Donald Trump signed three resolutions repealing key environmental regulations previously enforced by the state of California to limit vehicle emissions. This move directly impacts the road transportation sector, as it eliminates standards that aimed to accelerate the transition to electric trucks and cleaner engines.
The repealed regulations included the Advanced Clean Trucks (ACT) program, which required that 75% of new Class 8 truck sales be electric by 2035. Trump also eliminated state limits on NO? emissions and blocked the Zero-Emission Vehicle (ZEV) mandate for light-duty vehicles. According to Trump, these rules imposed "unrealistic mandates" that harmed industry growth and restricted consumer freedom.
Several trucking associations welcomed the rollback, arguing that electric trucks remain impractical due to high costs and the lack of charging infrastructure. However, leading manufacturers committed to clean fleet development expressed concern over the regulatory uncertainty caused by the sudden policy shift.
In response, California—joined by ten other states—filed a federal lawsuit to block the repeals, asserting its right under the Clean Air Act to enforce stricter emissions standards than those set at the federal level. Meanwhile, Governor Gavin Newsom ordered state agencies to continue pursuing electrification goals and to explore alternative regulatory paths to safeguard the environment.
